As part of the Leonardo da Vinci European program, we asked some information to the European and Citizen Initiatives of Development Association (ADICE in French for "Association pour le Développement des Initiatives Citoyennes et Européennes") by speaking with Rémi Doué. He is in charge of putting in place applications with job seekers who want to go abroad thanks to the Leonardo da Vinci program.

What is the program’s objective?

The Leonardo internships aim at to be professional. It consists in getting new competences in a particular sector by having an experience in a company located in another European country. This European program also gives the opportunity to develop the ability to speak a foreign language at work, and also it often makes you are more self-confident in order to make job meeting more dynamic.

Generally speaking, who is concerned by the program?

People who are concerned by the program are job-seekers, centers for apprenticeship, vocational high schools, but also organizations like associations who can submit a project.

When are we allowed to submit a project application?

For the Leonardo program, applications are submitted every year at the beginning of February, the answer of these applications is on May, and the beginning of the contract is on June. The person in charge of a project decides for the term of the internships (between 2 and 26 weeks). For the French association (ADICE) the internships last three months.

What are the financial helps of the program?

First of all there are grants for mobility. Since the number of demand is important, the persons in charge of a project don’t know how many grants they will have. For example, in 2008, the French association (ADICE) asked 80 mobility grants and it had 32 grants. In 2009, 80 grants have also been asked and 20 grants have been got.

There are management fixed prices for an internship organized, for cultural linguistic educational preparation, as well as for mobility. The fact to have fixed-prices simplifies the project management but we have to keep documentary evidences for spending if we are inspected.

How the project does take place?

We can ask directly to companies which are likely to receive a trainee. There are also intermediate partners in the countries where the person wants to go. The function of these partners is to find an internship which is adapted to what job-seekers expect.

The partners also organize the housing, and the language classes. The French association (ADICE) follows the person who makes an internship, it helps trainee on their project, and supervises partners. Reports are made in order to see what has worked and what has not.

What are the motivations to go away within the framework of the Leonardo program?

Sometimes it serves to make job meeting more dynamic by having a recent experience. It is also maybe the opportunity to have a significant experience abroad. Other people can consider it as part of retraining and the linguistic aspect is strongly emphasized. Priority is given to people in precarious situation on the labour market. Priority is also given to long-lasting job seekers and to beneficiaries of income support etc.
